Thank you for visiting the project website for our proposals for the redevelopment of the site north of Precedent Drive, Milton Keynes.This website is to set up to share with you our plans to redevelop the site north of Precedent Drive which is currently occupied by predominantly vacant industrial and office buildings. Greenlight acquired the site in July 2022 with the aim of delivering a high-quality, modern business park that will, subject to planning permission, create c. 300 jobs for the local community. We have now undertaken our community consultation on the proposals and submitted our planning application to Milton Keynes City Council.

As part of the consultation process, we asked the community their views on the proposals. The feedback received highlighted a number of areas of support alongside issues to be addressed by the project team.

In response to the comments made during our consultation process, amendments were made to the proposals to ensure we appropriately considered all the feedback received and the best plans for the site have been submitted. A first round of updates were made in November 2023 and a further round of updates submitted in January 2024 to the proposed materials for the buildings as well as parking numbers.
The changes to the scheme are included below:

  • Updated design to soften the visual impact of the buildings.

    We are proposing to use a to soften the external wall visually. The composite steel wall will be laid out horizontally with a gradient of green colours, to help the building sit comfortably among the large canopy of the trees and foliage, which currently screens the views from Dansteed Way.

  • Revised layout to accommodate additional car parking spaces

    Our initial submission was based upon the evidence produced by the accompanying Parking Accumulation Study for each Unit and for each proposed use class, as set out in the Transport Assessment. As a result of Highways consultation and feedback requesting additional car parking numbers, we have revised the layout of the plans to increase the number of parking to provide the following:

    Unit 1 – 84 spaces (including yard parking)
    Unit 2 – 68 spaces (including yard parking)
    Unit 3 – 90 spaces (including yard parking)

    This increase should ensure the scheme does not impact parking for local residents in the area. The design also includes 83 dedicated cycle parking spaces helping to encourage active commuting where possible.
  • Some respondents would like to see additional landscaping.

    The approach being taken will encourage the retention of existing vegetation and a 2m internal landscape buffer around the site to ensure a mature existing vegetation structure surrounds the proposals. A formal avenue of planting will also form part of the design along Precedent Drive.
    Following feedback, a proposed wellness amenity area to include picnic seating within a flowering lawn area has also been added for use by the future occupiers of the site. All proposed cycle shelters now have sedum roofs added to them which will enhance the overall look and character of the plans.
  • Carefully considered transport arrangements and traffic management

    Some respondents asked about potential increase in traffic and need for parking provision on the site. A full Transport Assessment has been submitted with the planning application. Factoring the most intensive use in all three units, which could be a parcel delivery centre, the proposed scheme represents at peak hours less than 1% increase on all roads (except for Grafton Street at 3% increase). We believe this to be within an acceptable range when balanced against the benefits of bringing this site back into meaningful use. The total number of car parking spaces proposed stand at 193 spaces with disabled parking and electric vehicle charging spaces, in line with local authority/highway standards. Cycle storage and shower facilities are to be provided to encourage sustainable travel to and from the site. The parking proposed on site will accommodate the number of potential workers associated with any future use.

  • Increase in high-quality green landscaping in the area including retention of mature trees
  • Aim for BREEAM ‘Outstanding’ the highest possible sustainability rating for buildings in the UK
  • Generating between £9.9m and £31.7m a year to the local economy
  • £600,000 a year in business rates to council finances to support local public services
  • Delivery of 10% biodiversity net-gain through off-site interventions.
